Abstract:

This chapter provides a sociolinguistic overview of the history, status, functions, and features of English in Taiwan. It first situates English within Taiwan’s multilingual context and traces the changing language policies associated with Japanese colonial rule, postwar Mandarinization, and subsequent localization and democratization. The history of English is then examined from its early introduction through trade and missionary education, through the Japanese colonial period and postwar American influence, to its rapid expansion following the lifting of martial law. Although Taiwan has traditionally been regarded as an Expanding Circle society, English now performs important intranational as well as international functions, particularly in education, medicine, the media, and the public sphere, while government initiatives have accorded it a quasi-official status. The chapter further describes characteristic phonological, lexical, and syntactic features of Taiwanese English, together with the widespread use of English in code-mixing with Mandarin. These developments suggest that Taiwanese English may increasingly be understood as an emerging Expanding Circle variety of World English rather than solely in terms of second-language learner errors. At the same time, English in Taiwan remains strongly oriented toward American English and native-speaker norms, despite the growing importance of English as a lingua franca among Asian speakers. The continuing expansion of English also raises questions of educational inequality, exemplified by the substantial proficiency gap known as the “Twin Peaks” phenomenon. The chapter concludes that the role of English in Taiwan is likely to continue expanding as part of the country’s drive toward internationalization, while its models and functions may need to be reconsidered in light of the multilingual and pluricentric realities of English use in Asia.

Abstract:

There have been controversies over Japan’s English education policy. The proponents argue that strengthening English is necessary for remaining economically competitive and catching up with neighboring countries. This article surveys non-academic Japanese-language books to understand various views on the English policy in Japan. The opposition to the policy came from both the right and the left sides of the Japanese political spectrum. While the former views English as a threat to the uniqueness of Japanese culture, the latter accuses the policy of being neoliberal. The author also observed that most of the arguments manifested a monolingual view of language, which reduces the relationship between languages to be a zero-sum game. The article ends by suggesting that, through adopting a multilingual view of language which regards English as a repertoire of Japanese linguistic behavior, many of the conflicts surrounding the English education policy in Japan can be resolved.
